BOI to Launch One Window Network

The Board of Investments (BOI) – Investments Assistance Center (IAC) is set to launch the BOI-OWN (One Window Network), a cloud-based web portal and mobile application for online facilitation of investor queries and complaints as well as a centralized databank for investor-related information.


In a presentation made by Director Domingo Bagaporo, at the Australian-New Zealand Chamber of Commerce Philippines, the BOI presented their current initiatives which focused on investment aftercare services, facilitation of issues and concerns and development of investment relations.


The project was conceptualized by Ernesto Delos Reyes, Jr., Assistant Division Chief for Investment Aftercare Services as part of the Investment Promotion Unit Network MOA’ enhance the system of linkages and networking with 27 member agencies. The BOI Management approved the project implementation last 2014 thru a government to government agreement with University of the Philippines – Information and Technology Development Center.


BOI-OWN basically utilizes a Client Relationship Management System (CRM) for online facilitation of investor queries and complaints. This enables real-time notification on status of request via SMS or email and will also facilitate Automatic intervention of the Investment Ombudsman as prescribed by the Anti Red Tape Law. The project also aims to strengthen Industry linkages with public and private institutions to promote awareness of BOI’s services to the investing public.


The objective of the project is to promote full transparency and accountability in investment facilitations by implementing a one window network that will lodge all investment related administrative requirement/policies and procedure; and it aims to fast track the resolution of investors’ issues and concerns through online coordination.


If implemented, the project will strengthen the ability of BOI to positively influence the concerned government units to fast tract the resolutions of investor’s Issues and concerns, and improve the handling of investors’ inquiry/issues and concerns – as specific inquiry/issues and concerns can be facilitated easily and can be tracked/monitored by the investors anytime and anywhere.


BOI’s target date for the launch of the project is on July 2015
